three hours long is just fine. like the lord of the rings movies, each one is really lengthy and managed to be cohesive as a movie.

That is a VERY good idea. I'd say a good place to stop would be when Mr.Weasly gets attacked OR when Harry Feels the urge to attack Dum. (They could make it real dramatic, like his eyes flare red or something) OR when they see grawp.

There is far, far too much to the true storyline to pack into two, or even three hours.
