James Marsden is working to come back as Cyclops.
In a recent interview with Matthew Vaughn about
X-Men 3
he stated that all of the characters would be back. Well, it seems that
he may not have been too accurate with that claim as James Marsden, Cyclops,
is still having difficulties.

While talking to the Advocate
about the project Heights it was only a matter of time before James
Marsden was asked a couple feeler questions about X-Men 3. Marsden
discusses the issues he is having about coming back to work on X-Men
3. However, Marsden definitely wants to come back, it i just scheduling
issues that are keeping him away. Hell, Marsden even said he would do X-Men
3 for free:

It’s very complicated. I want nothing more than to be a part of X-Men 3, especially since they’re probably going into the Dark Phoenix saga, which would include my character a lot, but the schedule might conflict. I hope it all works out. I told them I’d do it for free.
While I know some who claim Marsden to be the ultimate B-Actor, I always
thought he played a great Cyclops and hope that he would be able to come
back.
